TE3: Local Green Spaces

Policy Ideas

The Neighbourhood Plan will seek to designate a number of locations as “Local Green Spaces” as defined by the National Planning Policy Framework. As such, inappropriate development will be resisted other than in very special circumstances in order to safeguard the high local value placed upon these areas.

Several potential sites for inclusion have been identified as follows:

2 – Calmore Recreational Ground
3 – Testwood Recreation Ground & Cheam Way Park
4 – Testvale Recreational Ground
5 – Hanger Farm Park
6 – Bartley Park
7 – Eling Recreational Ground
8 – Eling Hill Playground
9 – Meadow Close Recreation Ground
10 – Totton and Eling Cricket Ground
11 – Testbourne Playground
12 – Portal Road Park
13 – Goatee Beach
14 – Testwood Walk/Lane Allotments
15 – Testwood Rec Allotments (Hammonds Close)
16 – Water Lane Allotments
17 – Foxhills Allotments
18 – Open space near Fishing Cottage (location TBC)

Policy TE2 will include some land that may qualify as a Local Green Space. These spaces are particularly special and cherished by the local community for a combination of their public access, tranquillity and recreational value. They would be especially missed if they were to be lost to development. The policy idea is to designate Local Green Spaces in the area, but for each space we will need to describe why it is special. Once designated these sites are afforded a high level of protection from development. The test for each location is as follows:

§107 NPPF. The Local Green Space designation should only be used where the green space is:

  1. in reasonably close proximity to the community it serves;
  2. demonstrably special to a local community and holds a particular local significance, for example because of its beauty, historic significance, recreational value (including as a playing field), tranquillity or richness of its wildlife; and
  3. local in character and is not an extensive tract of land.
