
TE4: mitigating effects on european sites

This policy may be required for inclusion depending upon the outcomes of the New Forest District Council Habitats Regulations Screening Opinion. If required this policy will set out the requirements for proposals to mitigate their effects on European sites. This could be through on-site provision or off-site financial contributions in accordance with the requirements of the development plan, including compliance with the Mitigation for European Sites SPD as it applies to New Forest SPA, SAC and Ramsar site, Solent Maritime SAC, Solent and Southampton Water SPA and Ramsar site, and where necessary financial contributions for ongoing monitoring of the New Forest SAC.
In addition, there may be a requirement to set out any other support that is needed through the plan in respect of water quality and solutions to reduce nutrient input into the Solent.
This policy area anticipates that as part of the screening process for Habitats Regulations Assessment (HRA), NFDC may need to see the TENP include a policy to ensure that the potential for recreational impacts of proposed development on the New Forest Special Area of Conservation, the New Forest Special Protection Area and the New Forest Ramsar site are mitigated.
