TE7: non-designated heritage assets

Policy Ideas

The Neighbourhood Plan will identify a number of buildings and structures as Local Heritage Assets. Proposals that will result in harm to, or unnecessary loss of, a Local Heritage Asset, will be resisted, unless it can be demonstrated that there is a public benefit that outweighs the harm or loss.

The Town Council have identified the following buildings for consideration within this policy as follows:

  1. War Memorial
  2. New Inn, Hounsdown
  3. Tyre Store, 128 Commercial Road
  4. 2 High Street SO40 9HN
  5. Millhouse Centre Mill Road SO40 3AE
  6. Calmore Village Hall
  7. Old Cinema, Junction Road SO40 3BW
  8. Anderson Shelter A35
  9. Anderson Shelter, Westfield Road

This policy reflects the desire of the Town Council to create a Local list to identify and protect buildings that have local heritage interest in the parish because of their architecture or historic connections (but are not already listed buildings or monument). Identifying them will raise the awareness of developers that a building has some local heritage interest that should be given proper attention in the design of their proposals. For each building (or structure) the policy will have to describe the essential features of that local interest. NFDC will carefully scrutinise neighbourhood plan proposals for identifying this type of heritage asset to ensure a consistency in selection and description. It will therefore be important to follow the guidance published by Historic England for this purpose. In creating a Local List, each property will need to be detailed by locating on a map with a description of its local interest by way of history, architecture and/or prominence in the local landscape and photographing. This information is currently being collated by the Town Council
